19 of Medvedev's 21 titles have been won on hard surfaces
A comeback the Russian player claimed his initial trophy for over two years with victory over Frenchman Moutet in the competition championship match.
Medvedev, a ex- top-ranked player, has endured a torrid period, achieving just a single victory at the big events and undergoing a setback at the US Open.
The player's varied form on the tennis tour - and difficulties with his serving in especial - resulted in him dropping out of the elite rankings and ultimately splitting with long-term coach Gilles Cervara.
Now training with Johansson and Rohan Goetzke, the tennis star has gradually advanced in the past month - culminating in a closely contested 7-5 4-6 6-3 victory over opponent Moutet.
This marks the player's first title after the Rome competition and maiden on a hardcourt since that period of the previous year.
Success also signifies he has secured 21 championships at 21 various competitions.
"For the first time I am participating in a tournament with my both daughters simultaneously, so to get a trophy is especially meaningful," said tennis professional Medvedev.
"This victory is in honour of my child Victoria, because the initial championship I achieved when my child my daughter was born was for her."
The athlete, the former major winner, had been defeated in his past six championship matches, featuring in Halle previously this season.
The player's retrieving strategy and frequent emotional displays on court had prompted observers to doubt if his ability to play at the elite level was over.
But the 29-year-old has altered his approach in the last few weeks, making an effort to advance forward and compete positively, reinforced by an better serving game.
He fought back from a deficit in the first set against the challenging Frenchman, taking 4 of the concluding five games to take the lead.
The pair exchanged breaks in the following set before Moutet, attempting for his initial ATP Tour championship, seized the initiative to create a decider.
He saved 4 early break points in a tight deciding set before the Russian won the break to fifteen to serve for the match.
Suitably, the winner earned the win with a rally at the net area, with Moutet failing to handle a volley after two hours and 38 minutes.
